My best advice is to stop the brown-nosing.
Establish a PMO to centralize resources and standard agile project cycle and documentation. Every project is run differently and thus success criteria is not clear nor objective
Stop calling the command/control culture, something unique to Swiss Re; call it what it is.

Base and bonus should be higher, health insurance is not great as there is a high deductible
Swiss Re's history has made it bureaucraitc overtime, with a lot of weightage on corporate titles and hierarchy. A lot of senior people hide behind titles and thrive merely on networking and eloquence, while not really actively engaging in real work. Not a level playing field for real talent.

More true enablement and collaboration in action rather than in talk.
Compensation discussions should be held in tandem with the candidate quality. Not before.

Inward looking and Zurich centric; Look outwards beyond Switzerland.
