My team came together to form a complaint about our manager. Unfortunately nothing was done by HR

Gret benefits, great 401k match and for any one at a managers position or higher, you get unlimited PTO ans vacation.
What does the leadership team need to get better at?
We raised an HR complaint about our manager and nothing was done. They let her keep her role and shs continued to talk badly about her employees and try to control them. Leadership needs to listen to their employees and help them.
