What needs to change to make the company culture better?
USAID needs to have pre- and in-service training for managers and a certification program. If people are our greatest asset, we should certify and support them in the same manner and with the same focus that we apply to the managers of contracts and grants.

What's going wrong and how can it be improved?
All employees should be treated equitably. An ombudsman should be appointed to ensure adherence to policy and regulation. Even independent offices should be transparent, accountable, and equitable in their activities.
