  • Nokia employs the Peter Principle when promoting employees into management roles. They do not take into account ability to perform in the new role, and thus, people are promoted to the point of their incompetence. If you are constantly in agreement with upper management and never have a different opinion, then you are also a strong contender for promotion, as upper management at Nokia would rather have other managers reporting to them to reinforce their own egos, rather than operate outside of groupthink.
