They do not take into account ability to perform in the new role, and thus, people are promoted to the point of their incompetence. If you are constantly in agreement with upper management and never have a different opinion, then you are also a strong contender for promotion, as upper management at Nokia would rather have other managers reporting to them to reinforce their own egos, rather than operate outside of groupthink.

  • Open floor micro cube/desk, no offices, very low to no cube wall, some desks are "flex" spaces for folks with no assigned desk. Not conducive when needing to concentrate on highly technical issues
