Have a conversation with them & ask what is slowing them down. Is the issue that your time expectations are unreasonable or is the issue that they are bogged down with multiple tasks or lack the proper tools to achieve the work quickly?
Depends on your managerial style as well as the person, some you just need to ask to go faster, others may be going as fast as they can. Some may not be working to their capabilities or doing their best because they feel that no one around them is.
You can't. Having them work faster will only stress them out.
Trying to give proper tools and being clear about expected times
Set a good example and they will follow
Put soft deadlines for them to achieve.
assist in the task at hand directly or indirectly by assigning someone to come along side of them.
Ask that person if there's something I can take off their plate, or unblock them.
Talking calmly explaining how job can be done better, therefore improving production
Incentivize them. Rewarding “double time” work is a great way for the person to feel more motivated than stressed. If the person is good at their job and gets it done well in half the time it usually takes, that deserves to be recognized. To clarify what I mean by incentivize, I mean earning extra paid days off, a small bonus (and I don’t mean a $5 Starbucks gift card) trying to balance out the stress with motivation and recognition would be a positive way to accomplish that situation.
