Normally, you would go to HR but HR has been known to do the exact same thing. If you decide to attempt HR, put it in writing and keep a hardcopy outside of the office of all communications.
I would need to think about working for another company - I would not work for a manager who's ethics are questionable. He reflects the culture and if the culture produced and advance this type of person is not a culture in which an employee will thrive, grow or contribute.
Confront him/her

Bring up the issue with the manager privately and inform them you are aware of it and if they are concerned about your performance that you should be entitled to remedy the problem with others being made aware of the dissatisfaction

What do I need to say to fix toxic leadership? I am concerned when giving feedback that I will receive ramification so I will no longer do that at my workplace. I have done it twice and I have been penalized in various ways. I don’t trust my employer to make the right decisions for responding to sensitive feedback.
Check in with your boss and ask if there are any issues or concerns they see that you can take care of.
