I am not sure that being included in the company culture is something remote workers want. They may enjoy being separated from it. It may be why they chose remote work in the first place. To separate from politics, attitudes and sometimes non-constructive culture of some employments places. I think company culture can be poisonous sometimes. I think remote workers benefit from positive culture in remote work and are insulated from from bad culture in remote work.
Don't know, we don't have "remote" workers & when your "company culture" is toxic (a small handful of racists, bigots, sexists, misogynists, that can do & say anything they want & be defended,) most don't want to be a part of it anyway.

With the advancement of technology no matter how far the workers are they can be in touch all the time over computer and cell phones and can be made aware of all the company matters , cultures and daily happenings
By getting more companies to actually allow this to happen
Company culture is hard to experience when working remote. Largely because a culture is something you feel when in and around the...culture. Working externally or remotely leaves you outside that sphere of influence by physically not being there. Best bet to accommodate is to over-communicate unless otherwise desired as stated by the remote worker.
they really can't. there will be exclusion. don't worry so much about culture but rather show your value their contributions and be sure information flows to them.
Do people really care about work culture? I do not expect my employees to support my causes . I do expect my employees to have a life outside of the company .
