Coworkers and first line supervisors all seem to want each other to succeed and will help make a strong team; unlike manager level and above.
Fix manager level and above positions. Clean house, promote staff into management roles that actually 1. actually care about coworkers 2. can properly motivate a team 3. have even the slightest idea what goes on in their department
Bonus compensation and the ability to get a pay raise is dictated by management's performance reviews. Performance review scores are submitted weeks prior; making self evaluations useless. Evaluations are based on 5 point scales with: 3's equaling satisfactory, 4's are rare, and 5's are impossible.
