Ms. Kathy L. Pape has been Senior Vice President of Regulatory Policy & Business Development at American Water Works Company, Inc., since March 01, 2017. Ms. Pape served as the President of Pennsylvania-American Water Company for American Water Works Company, Inc. and American Water Capital Corp. from July 2007 to March 1, 2017. Ms. Pape leads customer, regulatory and local government relationships, drives operational and financial results and is the principal external contact for American Water in Pennsylvania. at American Water Works Company, Inc. since November 2011. She served as Senior Vice President of Mid-Atlantic Division at American Water Works Company, Inc since November 2011 until October 3, 2016. Ms. Pape served as a Senior Vice President of Rate Counsel at Aqua America Inc. since February 2007. She served as Secretary of Tennessee American Water Company. Prior to rejoining American Water, she served as Senior Vice President, Treasurer and Rate Counsel for Aqua America Inc., with responsibility for all financing activities, billing, rates and regulatory filings, budgeting and long-range planning. In this role, she led its effort to manage numerous successful rate cases resulting from its growth from a one-state system to 13 states with hundreds of systems and reduced its long-term debt costs. She served as Senior Vice President of Corporate Counsel and Treasurer of Aqua America Inc., from February 2007 to July 2007, where she was responsible for all financing activities, billing, rates and regulatory filings, budgeting and long-range planning. She served as Corporate Counsel and Treasurer of American Water Works Service Company. She served as Vice President of General Waterworks and Aqua America Inc. She served as an Attorney with the Pennsylvania Office of Consumer Advocate and Public Utility Commission. From 1994 to 1999, she was employed at American Water as Regional Counsel and Finance Manager, where her responsibilities included rates and regulatory affairs, finance, budgeting and customer service for 10 states. From 1980 to 1994, she served as Vice President and Corporate Counsel for General Waterworks Management and Service Co., as Assistant Counsel to the Pennsylvania Public Utility Commission and as Assistant Consumer Advocate for the Pennsylvania Office of Consumer Advocate. She has more than 25 years of experience in the utility industry and is a nationally recognized expert on the water and wastewater industries. In April 2008, Governor Rendell appointed Ms. Pape to the Sustainable Water Infrastructure Task Force. She has been Chairperson of Pennsylvania Business Council since May 07, 2013. She is among 30 task force members from across the state who the Governor selected to address the estimated $20 billion funding shortfall needed to upgrade Pennsylvania's aging and deteriorated water infrastructure. Active in her community, she dedicated 15 years of service to Whitpain Township as a member and Chair of its Planning Commission and as a Member of its Zoning Hearing Board. She also sits on the board of the Economy League of Greater Philadelphia, the Finance Council of the Archdiocese of Philadelphia and the Board of Trustees of Gwynedd Mercy Academy. She serves as chair of the Pennsylvania Chapter of the National Association of Water Companies, serves on the boards of the Pennsylvania Chamber of Business and Industry and the Pennsylvania Business Council. Ms. Pape received a BA in Political Science from Edinboro University, a JD from Dickinson School of Law and an LLM in Taxation from Villanova University School of Law.
