
We are promoted based on the performance we have been providing. Typically, a worker is promoted when upper management believes the worker has already demonstrated the capacity to perform well in the role into which the worker is being promoted. To answer the obvious question, yes, exactly like a meritocracy. Just to add a little anecdotal evidence, I have known people to be promoted from an entry-level associate (lower management) to a vice president in a year and a half and people who have taken more than five years to be promoted once.
