Hire better managers, provide better benefits, build a better HR team (current HR members care little about employees), be better financially positioned (they will let you go without notice).
Managers are not equipped to manage and the executive team is clueless about what happens. They should hire stronger managers, properly staff teams, and the executive team should have a better handle on what's going on within the organization.
