The teams work well together and they move quickly when not interrupted or interfered by senior leaders.

make people listen instead of strictly complaining.

The company has a bad reputation and the merger has made it worse.
people not caring enough to put anything into work so people just focus more on complaining than actually working. I would advise to start paying more attention to the complaints and trying to fix them instead of letting it go on.
