What needs to change to make the company culture better?

Part of this brand's success despite major competition from US brands (Home Depot, Lowes) has been a certain risk aversion. In 2019 this attitude has entrenched a toxic "blamestorming" atmosphere. Projects that are months behind are no problem at all as long as there is a clearly defined scapegoat.
