CT provides competitive compensation and is large enough for career opportunities, but leadership is slow moving and does not make decisions well. It is a very difficult place to grow due to old processes and complacent leaders.

I disagree with the below answer. Raises are typically less than inflation or perhaps 1-1.5% more than inflation. So it would not take a "huge" increase in pay to persuade one to leave their job. A coworker once calculated their raise to be 0.25%.
