I think that having events like PI planning really help make the culture great by getting to see coworkers. Having more events like that or catered lunches would help bring more people into the office regularly. I also think for people to feel united and valued, giving more swag would help.

SVP has no skills in the department they oversee. The company is reactive instead of proactive. It is clear to contributors that there are individuals lacking skills for the roles they are in leading to errors and delays.
