Honest and very transparent with their employees
They seem to be looking to advance technology.
Listening to employees, and being willing to concede or compromise. Being willing to compensate long term employees and reward tenure. Dealing with staffing issues, and replacing exiting positions instead of forcing absorption of the work.
Understanding the common person and what matters to them.
The organization is very bureaucrat in nature, and very disorganized. The senior team has very little knowledge of how the organization really works. They really need to get out of there offices/meetings and walk the shoes of of the doers to really understand what's wrong and how to improve.
To be more compassionate with the employees.
They need to make people enjoy there job and stop trying to make things more complicated. I think the intentionally try to make things worst. They need to learn how to talk to there employees better.
