
HR likes to think they have a really good feedback process, but it is really not very good at all. People with good managers get good feedback and the majority who have mediocre managers who do not know how to provide feedback or mentor their staff. Many are also retaliatory in the peer feedback. If you try to give someone constructive feedback, they take it as an attack and will retaliate.
Depends on how actively your manager engages in feedback. Usually there are quarterly 'Connects' where you and your manager check-in to see if you're progress is on track with expectation and what you want to accomplish in the next quarter.
