Depends on what you work on. I find Microsoft has excellent network resources that let me work from home whenever I need to; but in the OS group where I work, working from home for any extended period is usually discouraged. Interacting with colleagues is usually considered an important and vital part of your job and it's harder to do that when you're not on-campus. But some teams and some departments are more relaxed. So I suppose it depends on what you do for Microsoft and how important your management chain feels it is for you to be on-site.
From what I've seen/heard/experienced it's highly-dependent on your manager/team. There's no overall policy (that's enforced). There are some groups where it's 100%, some where it's ok a handful of times/wk, and some where it's not allowed.
Varies from team to team. Many teams allow some work from home as long as you are in the office for core meetings and such.
They prefer you work in the office but are very flexible in time of need.
