A managment team with management experience is needed. Economists do not see the big managerial picture. Functional staff are overpaid, which leaves a smaller pool for the consulting staff. Legacy systems are awful.
Non consulting Staff are compensated based on their longevity vs skill sets. Need to replace all staff that is not able to adapt and learn current skills.
