Mr. Ross C. Hartley served as a Vice President of Marketing at Kansas Information Consortium Inc. from 1992 to March 1999. Mr. Hartley also served as the President of The Hartley Insurance Group, a group of independent insurance agencies in Kansas, from 1974 to 2000. He co-founded NIC Inc. in 1992 and has been its Director since 1992. He has been a Director of Empire District Electric Company, an investor-owned electric utility company since 1988. Mr. Hartley holds a B.S. in mathematics from Baker University in Baldwin City, Kansas and a J.D. degree from the University of Kansas School of Law.
