Stop ignoring the morale that's plummeted since 2015.
Transparency and treating people with respect.
Organization is top-heavy and people in leadership have little understanding of what they are doing.
Too many managers and they're not willing to listen to employees.
Listening to thier best resourse - the emoyees. When they take the pulse of the organization they should listen and use the feedback for improvement.
Management is trying to be transparent but there are still deals being worked.
There have been many cuts to compensation recently and there are future cuts in the work. Employees are definitely not valued at the Presidio.

There have been recent significant cuts to benefits, ostensibly as part of a compensation improvement project but all it has done is confuse and demoralize staff. Once the benefits were better than those offered by other agencies, now they are much worse and there are more cuts on the way.
Some departments have very qualifed employees. Others are lacking.
Lots of long-term staff with little experience in their fields. Constant, toxic fighting between divisions. Little productivity.

There's a large disconnect between management and employees. Poorly thought-out initiatives are frequently introduced and then quickly abandoned. Management has little understanding or interest in how the agency functions day-to-day. Frequent battles between divisions make progress difficult.
The toxicity starts with the executive team and filters down. It's painfully obvious they do not get along and are actively working to sabotage one another while building their own little fiefdoms.
