What needs to change to make the company culture better?

The company looks to us individually since it should look like a team. It doesn't matter if a project was done for one or two people, or which part of the project was done by each person. Most of the decisions come top-down, which is terrible; The company should trust its employees.

The politics and promotion process is unfair and frustrating. The tech debt reminds me of an early-stage startup, yet the slick-talking blame deflectors who don't want to fix anything are the ones who get rewarded.

Inexperienced engineers write mountains of tech debt and change teams when they can't stand their own code, leaving the rest of us stretched thin, on the hook for their services. We need to raise the hiring bar and get support from engineering management instead of the blame flowing downhill.
