    by an arbitrary set of goals. Your best strategy is to make sure you just reach the goal. If you don't meet the goal then you didn't work hard enough. If you meet and exceed the goal then you were sandbagging and the goal should have been harder.

    They have high level requirements each year with no analysis of what work is needed and no useful specification of work. So if you accomplish more than expected you are accused of sandbagging. If you don't accomplish everything then you are viewed as incompetent
