They are always willing to listen and work with those under them, not just work OVER them!
Listening to employee concerns, ethical practices, micromanaging, employee retention, celebrate front line employee instead of disregarding their work conditions, we are always understaffed and overworked which causes burnout, resentment, and top talent leaving us left and right on a weekly basis.

Manager must do even more as they hold much higher pay then a lower rank. Don't always say busy who is not busy or pls assist/revert/help. This is not a good leader.
Focus on the people and promote the right people.
Create a good culture, promote good engineers not middle managers who have no engineering knowledge.
Stop promoting people to positions they are unqualified for management positions. At the very least, train people on management techniques if they are being placed in a management role, and maybe some throw in some yearly courses on what is acceptable in the workplace.
In constraining disruptive office politics which effect the efficiency and morale of entry level employees
