More confident and decisive leadership needed to set clear objectives so that more time is placed in the execution and evaluation than in the initiation and planning phase.

Too many meetings, too much talking, there needs to be more time in planning and meeting should be used to discuss blockers and develop strategies when needed. Every meeting cannot be a strategy meeting. There should be a better shared recipe for scaling initiatives across the enterprise.
