Promotions must be approved by several leaders in the chain of command which takes a long time, and then once approved the employee's compensation is only increased by a capped percentage (usually around 7% max) instead of being increased to the appropriate compensation range for that role.
Make friends with upper management and co-workers, whatever it takes. Talent and skill will only get you so far here. Recent layoffs have thrown the veterans and the young bucks into niches that doesn't fare well in the office.
