Pay the engineers at market rate. Stop inundating engineers with busy work. Be clear about role clarity. Reward high performance.

Follow corporate policy and process
Most people are tired and bitter. Meets are highly ineffeective and overall mostly not needed. Conversations are top down, no questions, do it or else in tone.
Morale is pretty low so getting anyone to do anything is pretty difficult. Getting everyone to work as a team seems like a lost cause.
Organizational understanding. Structured approach to all business lines, not just the new models. Paying to retain senior people. Burn out leads to huge turn over that isn't necessary. Get rid of rack em stack em system,it's demotivating and only works when you can have same manager multiple yrs

Hire people with the right skillsets. The leadership structure is broken by hiring people who can only count #'s and appease upper management.
