Talk in a professional way.Dont treat employee like servants.Give respect and command respect. HR should immediately take action if they receive complain against a person from multiple people. Such persons should be given strict warning and if they don't understand should be fired.
Creating a proper hierarchy (and moving away from 'flat hierarchy') for implementing an administrative chain of command and allowing for much clearer channels of communication, throughout that chain.

The offshore teams do not have enough ownership or accountability for their work. This leads to major lapses in quality - the issue is company-wide. Management is too focused on selling projects instead of providing guidance
