The leadership team seems to be unclear about general direction of the company. As a result of the constant ambiguity, they provide little to no help to managers and employees. There is a tendency to cut from the bottom up, rather than reflect on the weaknesses within leadership.
Leadership brings in new people at higher salaries than current, more experienced employees make. It sends a message that moving around is the only way to make more.

No one trusts the CEO or her people. It's super awkward to sit at those company meetings and pretend we're ignorant to what's going on.
