my manager is amazing but others not so much , training and consistency is lacking .

we have a cafe and awesome cafeteria , comfortale work enviroments at our desks so we can decorate and make it our own
What's going wrong and how can it be improved?
The lack of consistency , no time for team meetings or one on one meetings with your manager due to the high call volume , taking time off is a pain if even approved withut begging your supervisor
