There is no clear vision, which is the first task that leadership should be doing. Instead they are just focused on metrics and numbers and making multiple data requests for the same data over and over. People are leaving in droves because they don't want to work here anymore and they don't see it

Practice what you preach- put your money where your mouth is. Give factories autonomy about business decisions. Massive top-down changes are required to correct a bloated and head heavy organization. Don't dictate unachievable targets and apply punishment if these goals can't be achieved.
