Pay more. Give developers more responsibility. If you have someone making design decisions (such as software architects) and the team *is not present* that is *NOT* agile. Fundamentally. Not a single design decision should be made without the opportunity for the dev team to oppose it.

Way too focused on VPMOM goals as the letter of the law and not the 'spirit' of the VPMOM goal. So we end up creating reports or doing meaningless process for process sake just to make it so we can say we achieved a VPMOM goal at times. So crazy to me!
