Executive Bio

Mr. Andrew B. Twomey, also known as Andy, has been Senior Vice President and General Manager of Mission Solutions & Services Group's Army Business Unit at ManTech International Corporation since January 7, 2015. Mr. Twomey leads the execution of business strategy to expand and enhance capability offerings, with a focus on complex IT networks and systems, efficient and secure logistics and procurement solutions, and related training services. Mr. Twomey served as Chief Operating Officer of Phycal Inc. He is a leader and manager with broad experience in program management and operations. He served as President/General Manager for a division of L-3 Communications with responsibility for a portfolio of programs with annual revenue of $300M. Mr. Twomey served 31 years in the US Army, where he was a Brigadier General. From 2007 to 2008, he was responsible for all programs providing construction, supplies and materials, and training and advisory services to the Afghan Army and Police; programs totaling $7.8B in FY 2007. As a flag officer, he served as the deputy commanding general and chief of staff for the Combined Security Transition Command in Kabul, Afghanistan. In this role, he planned and directed the execution of security assistance programs to field a 162,000-member Afghan National Security Forces unit, with $7.8 billion in security assistance contract actions for equipment procurement, facilities, construction, training, and logistics services. He holds a bachelor's degree in engineering from the U.S. Military Academy, West Point, N.Y.; a master's degree in political science from the University of Chicago, Chicago, Ill.; and a master's degree in security studies from the National Defense University, Washington, D.C.
