Executive Bio

Mr. John Dorman has been Vice President and Chief Information Officer for Mantech Health at ManTech International Corporation since April 13, 2015. Mr. Dorman is a proven health IT executive with more than 30 years of experience delivering comprehensive IT solutions to public and private sector concerns. Mr. Dorman served as Vice President of Defense Health Solutions for Health IT at Acentia, LLC since January 2015. Mr. Dorman served as the Chief Technology Officer and Chief Information Officer of Planned Systems International, Inc. (PSI). Mr. Dorman focused on customer solutions and program delivery, as well as expanding and growing Acentia'sDepartment of Defense (DoD) Defense Health Agency (DHA) work. Mr. Dorman has an extensive executive level IT background, including serving as Chief Information Officer and Chief Technology Officer. Mr. Dorman provides leadership to PSI's technology management initiatives. He is responsible for establishing long term strategic goals and defines policies and procedures relating to PSI's information technology (IT) infrastructure. Mr. Dorman oversees PSI's long-term technology requirements and determines IT acquisition strategies required to accomplish the PSI corporate objectives. Mr. Dorman also is responsible for establishing and leveraging selected technical core competencies that are strategically important to the PSI mission. Mr. Dorman has been with PSI since 1999 and has also served in capacities as a Division Director with broad oversight responsibilities and as a Program Manager with hands-on technical management responsibilities on a variety of technology focused-contracts for the Army National Guard, The National Science Foundation, The United States Department of Agriculture, and Military Health System (MHS). Mr. Dorman is managing a PSI contractual effort yielding an enterprise-wide single sign-on capability to the MHS. Prior to joining PSI, Mr. Dorman worked in government and as a contract professional providing technology management and full life-cycle support. Prior to Acentia, he served as Chief Information Officer, Chief Technology Officer, and other IT management positions at Cogenz International. From 1991 through 1999, he worked with the U.S. Department of Agriculture (USDA) Farm Service Agency (FSA) and the Foreign Agricultural Service (FAS) as Chief of Integrated Systems and Chief of Distributed Applications, respectively. In these roles, Mr. Dorman managed a variety of technology initiatives including cross-cutting enterprise solutions delivered to multiple government agencies. During this time he led multiple project staffs and oversaw successful efforts that include: design and development of automated personnel systems; design, development and implementation of an expert system for automated delivery of State Department cables to USDA Foreign Service Officers in CONUS and OCONUS; development of grant proposal review and management systems for USDA, and; contractual oversight (COR) of FAS financial services contracts. Beginning in 1984 as a systems analyst with Lockheed Martin Engineering and Management Services Company (LEMSCO) and culminating with his efforts in 1990 as a senior technology specialist with FAS, Mr. Dorman applied design, software engineering, systems integration and task management expertise in support of U.S. government initiatives. During this time, Mr. Dorman provided full lifecycle support for custom scientific applications including geographic data mapping applications and custom crop modeling systems used by USDA for forecasting worldwide crop yields. While with the Foreign Agricultural Service of USDA, Mr. Dorman was awarded Vice President Gore's Hammer award for his contributions towards reinventing government. Mr. Dorman holds a Master's Degree in Computer Science from George Washington University and a Bachelor's degree in Computer Science from the University of Maryland. Mr. Dorman is also a certified Project Management Professional (PMP).
