Better leadership and communication. Maybe new management
Wipe out the lazy no good middle management and put people that are better educated in higher positions so they can better cater to the client. GET RID OF THE DESPERATE HOUSEWIVES THAT ARE MISERABLE IN THEIR MARRIAGES, TRY TO SLEEP WITH STAFF AND HIT THE BAR AFTER WORK SO GUYS CAN BUY THEM DRINKS.

Underqualified leaders obtaining their positions via buddy system versus qualifications. Supervisors don't lead by example, they're the first to bail.
Fix awful policies, listen to subject matter experts, make sure all policy changes are communicated to all employees.
