I think there are ways to improve benefits, better sick time. Partner with phone companies like many other large corporations for discounts, gym/health club membership...things of this nature.

quit hiring temp workers to try and replace people who actually are skilled and care about eh work they do/
management that understand the industry. Recent college graduates may be well informed but are lacking in practical experience.

Culture change here would be difficult. Perhaps a seasoned executive with real world experience could bring new perspectives
Focus on preventative maintenance, they want so much protection that they bandaid equipment to keep it running then when the equipment finally fails it takes 3 to 4 times amount of time for proper repair , in the end they loose more time and production and money.
Realization that Aerostructures isn't as easy as fasteners, or castings...or fuel piping.
stop hiring "temp" workers to replace people who "know" what they are doing. I am sure I dont need to tell PCC this...and yet...

educate your HR on how to do an effective interview or hire some experienced HR to replace the current one you have
Customers needs are a very low priority, that should change.
Customers know and tell you they know it is a terrible company. They need a CEO who can function in modern business. The plants badly need to be cleaned up and workers need to be treated fair.
On time delivery and quality are terrible.
Policies and practices need a real world view instead of narrow minded idiocy.
Corporate needs to be restructured to provide a more healthy, inclusive, and possitive work experience. Due to the recent economy and workforce shortage it is mind boggling corporate continues to treat employees as bad as they do. This needs to change in order to maintain a experienced workforce.
