Leadership is terrible at communicating. CEO needs to empower teams under him by trusting them and letting them make decisions rather than micro manage every aspect of the business.
Showing people appreciation comes in many forms and the biggest way to tackle inequity amongst not only women but also people of color would be to create open space for them to share their concerns with you and actionable steps would be immediately taken to address the concern - not fluff promises.
The company often asks you to work weekends without compensation.

The culture is brutal. The CEO talks about trying to to control people talking negative about the company in the office rather than actually fix the negative things that people are talking about.

Stop encouraging treatments and testing that is not needed just to make more money.
The company culture is toxic. Performance is not based on actual performance but rather on hearsay. Also the business signs aggressive deadlines with the clients and then developers have to work 24/7 to try to meet the deadlines.
