The most positive culture is the lip service. C-suite are the kings of dodging and dismissing employee questions. Plenty of "meet with us privately" to discourage any sort of collectivism.
Fully replace the exec team and related people and start making an effort to make people happy to work there

This is not a software company, just a private equity shell company.
Its so focused on profit margins for the private equity owners it is choking the products to death.

Stop pretending that writing silly mantras on the wall or populating a corporate slide deck is culture.
Complete overhaul of culture. There's a clear vacuum. Just because someone puts a list of company values on a slide doesn't mean it's being lived day to day. Classic box checking.
Leadership needs to stop the silo communication, today. Be truthful. Have a shred of empathy. Do the right thing, and act as you say you are acting. Remember what it is like to be a human being. Touch grass.
