Mr. James Y. Kerr, II, also known as Jim, serves as Executive Vice President and General Counsel of Southern Company Services, Inc. Mr. Kerr has been the Chief Compliance Officer, Executive Vice President and General Counsel of Southern Company since March 8, 2014. He has extensive knowledge of federal energy policy and regulations. He has solid experience representing utilities in base rate, fuel case and facility certification proceedings. He is active in electric utility matters, including transmission and generation siting and development, environmental regulations, energy efficiency and Smart Grid. He served as Partner and served as Co-Chairman of Energy Industry Team of McGuireWoods LLP until March 7, 2014. Mr. Kerr served as Senior Advisor of McGuireWoods Consulting LLC. He joined McGuireWoods in 2008, where he served clients in various sectors of the energy industry, including Southern Company. He served as Chief Compliance Officer of Southern Company Services, Inc. He served as Corporate Director at Consert Inc. Mr. Kerr was a Partner of Smith, Anderson, Blount, Dorsett, Mitchell, & Jernigan, L.L.P. He serves as a Director of Southern Power Company. He served as Director of The Electric Power Research Institute, Inc. since August 3, 2011. He served as a Commissioner on the North Carolina Utilities Commission from 2001 to 2008. He served as Advisory Council of Electric Power Research Institute and Co-chair of Alliance at State Leaders Protecting Electricity Consumers. He was President of the National Association of Regulatory Utility Commissioners (NARUC) from 2007 to 2008 and the Southeastern Association of Regulatory Utility Commissioners (SEARUC) from 2002 to 2003. He is Director of North Carolina Museum of Art Foundation. Mr. Kerr was Member of Board of Directors at Triangle Division, March of Dimes & UNC School of Law Alumni Association. He has testified before committees of the U.S. Congress and North Carolina General Assembly, as well as the Federal Energy Regulatory Commission. He is a frequent Speaker on regulatory issues to such groups as the Energy Regulators Regional Association (Central, Eastern Europe and Eurasia), the American Bar Association, North American Energy Standards Board, Electric Power Supply Association, Edison Electric Institute, American Gas Association, National Cable & Telecommunications Association and the Harvard Electricity Policy Group. In 2007, he was a delegate to the 6th European Union - U.S. Energy Regulators Roundtable in Athens, Greece. In 2005, he was named the 2005 Bonbright Honoree by the James C. Bonbright Utilities Centre, Terry College of Business, University of Georgia. He has been active in various bar-related and community service organizations, including the American Bar Association, the North Carolina Bar Association and the North Carolina Association of Defense Attorneys. Mr. Kerr holds a Juris Doctor from University of North Carolina at Chapel Hill School of Law in 1992 and a B.A. from Washington and Lee University in 1986.
