HR is awful. It's well known that compensation is low and there's no viable path for advancement, but we're all supposed to be happy to be "in the band" anyway.

What needs to change to make the company culture better?
Be more inclusive. Get managers adequate training. Allow employees to review their managers including VPs. Stay aligned with how your VPs and below are coaching and growing their direct reports.
