What needs to change to make the company culture better?

A different manager and management team with different priorities and goals

nurses don't have a voice in anything, when they speak up about unsafe staffing conditions they are targeted for reprisals

Nursing administration for sure!!! You need to know that you supervisor’s inability to staff the units is because they have know idea what a nurse does in a hospital in this century!
