To change work atmosphere, definitely manager should be changed to a person that communicate and manage people well. It's getting better, but all the troubles within the team were triggered by manager. Also I would like local HR to be more attentive whenever issue was brought up.

There's a shortage of skillful people, and we can't grow or hire good people because people are holding on to their positions. So the skillful people have to do more work, and they will burn out after a few years. They won't be compensated fairly for it, so they'll decide to leave.
