Employees stay because of the coworkers and the determination to do better on the next project.

What needs to change to make the company culture better?

Company culture is faking "smart and happy".

Culture gets established at the top. the executives struggle with being honest and casting good, healthy vision. The executives also unwittingly established a culture of apathy by repeatedly not listening to employee suggestions.
