Yes, the decision for promotion should be with business HR and not with reporting manager. Reporting manager plays god and at times throws the policy and rules outside the window

People work in Silos, frequent restructuring, layoffs

too disconnected, excluded. decisions happen and not shared. talk of indiv empowerment and initiative is misleading.
