Executing initiative. Listening to faculty and students' needs. Paying the staff a living wage so that students and faculty can focus on the intellectual work. Learning from other universities how the work is done.
There needs to be more tact and structure in managing
I have received outside offers from other universities and my School refuses to even match their salary. We have lost at least 11 faculty in the last four years in my School alone. If you value your faculty RETAIN them.
more competitive salary that is a living wage
make sure everyone has a say that is involved in the day to day
we should have a higher stipend or need to be paid overtime

The work load is not fair so it creates negativity
The interview process is extremely long and cumbersome, mainly as a result of university human resources and unclear expectations on search committees. In addition, it's vastly different based on departments, and generally favors internal candidates.
the people interviewing should know the job and the environment
The University lives in a bubble. It does not consider the neighboring towns and cities as part of its community. ENGAGE, RECRUIT IN POOR AND RURAL PLACES. Give the community credit for their contributions.
UMass is intensely bureaucratic and values length of service over quality of work. There are tons of long-standing employees in high-level and decision-making positions who are doing things as they've always done it and collecting a lot of money to do so.
