The variable pay component is comparatively high and even if the individual requirements are met and also beyond the required criteria, the total variable pay is not getting due to other factors which are not in the scope of the individual.

The commitments from the management side is good but not in reality. Ex: In the next couple of years, you will be in that big position and with that much of package. Next appraisal time: No we can't pay that much because of demand, market value, and whatever it is. It's unfair.
