I would say they're the opposite. Stuck trying to catch up in a swiftly changing world where traditional PR is more and more unnecessary.

When I worked there, they didn't really. The annual reviews were more of a forced experience, and left designers without clear guidance and understanding advancement. The updated roles that debuted while I was there were confusing and out-of-step with normal agency career tracks.
