Pay the people who work the hardest and have been loyal to your company. Give them titles they deserve. Do not minimize there daily stresses on the job because a allocation of resources spreadsheet says that someone shouldnt be overworked/stressed about completing work on time.
The managers & directors will fight for their teams to be paid fairly (usually). The c-level suite of leadership are what stalwarts the process. Because of their positions, they don't seem to be connected/empathetic to the day to day struggles their employees face due to lack of resources/
They overwork and underpay a lot of people. The tradeoff is that you get a ton of experience and training. I know many people who have left for huge career bumps. They may monetarily undervalue their employees but some of the managers/directors will really go to bat for their teams.
