Management needs to give consistent messages accross departments. The goals are not aligned "pitting" coworkers against each other.

Replace the cancer. Start to measure not sales (semi industry is on allocation, is clear that numbers are inflated and employees are not good evaluated just by a number). Ask customers and they will feel worse than ever.
